Bailey Mutual Water Company is a member of two associations of water companies, both of which offer resources, training, and host an annual conference or workshop:
California Association of Mutual Water Companies (CalMutuals) Small-ish association. Member water companies are a lot like Bailey Mutual.
California Rural Water Association ("CalRurals" "CRWA" https://calruralwater.org/) Large association. Member water companies may be quite large. Extensive resources and technical assistance to member companies.
Other Resources:
RCAC (Rural Community Assistance Corporation) Is a non-profit that provides technical assistance to rural and tribal utility and housing providers. RCAC is our main source of (mostly free) training for operators, board members and community members about drinking water systems and the legal and regulatory environment. Most trainings are online. A few are in person.
- Required training for new board members: AB54 & AB240: Ethics for Mutual Water Company Board Members. Free sessions coming up September 10, 2026 at 10:00am and 2:00pm. Additional sessions of this training are offered regularly throughout the year.
